Creating rules that would move a submission into different stages at the same time will result in a Stage Rule Conflict. A submission can only be in one stage at a time, so two conflicting rules will not work properly and one of the rules will automatically fail.

For example, let's say you define a rule that says “if field A’s value is Yes, then move the submission into Stage 1” and another rule that says “if field B’s value is Yes, move the submission into Stage 2”. If the user fills out the form and enters Yes into both fields, only the first submission rule will be executed and the submission will move into Stage 1.
